Attention unpaid homeowners: you will have until March 31 to pay your dues and if dues are no received by end of day March 31, you will be subject to a $25 monthly delinquency fee until dues have been paid. Please also note that the newly voted on parking policy will be in effect starting March 6 and habitual parking issues will be monitored. Letters will be sent to homeowners in violation of parking regulations at the end of March.
January 9, 2011 Minutes from Board Meeting

Addition of recently approved restrictions and previsions to by-laws
- Amendment with recently approved restrictions and previsions will be added to the PCHOA By-Laws at the Clark County Courthouse and a copy of the amendment will be sent to Plum Creek Developer to specifically notify him of the construction set-backs approval.
- PCHOA website has recently been updated. Note additional Frequently Asked Questions Link for commonly asked questions regarding the neighborhood and town.
- Website “Blog” page will feature information about upcoming events and minutes will be posted on the meeting minutes tab.
- PCHOA PO Box will be added to the website.
2011 PCHOA dues:
- Dues notices will be created and distributed by early February with a February 28, 2011 due date.
- Any residents in arrears with their dues for 2009 and/or 2010, will have those dues included on their 2011 statement.
Standing Issues
- Fencing issue with resident at 7068 Plum Creek Drive discussed among board members and will be addressed with homeowner in coming weeks.
- Parking issues will be addressed with habitual parkers based on the approved parking restrictions. Homeowners will receive the following notice when habitually parking:
- Letter of warning
- Second letter of warning
- Car owner’s vehicle will be towed and resident will incur all associated fees including $85 + $20/day + $25 fee after three days for state filing
- Car owner will be charged $30 fee for unloading car if caught while towing

- Section 14.2 (By-Laws) Fine for Violation YES=61 / NO=10
- Total participation = 71 out of 100 (71%)
- Dan, Chris, Brian R. and Lynette reviewed current practices including administrative work, communication records with current vendors, and budgetary information of the PCHOA Board with incoming Board members.
- Noteworthy information regarding maintenance of entry way “island”: Steve Hines is supposed to maintain the island in the entry way which includes winterization and spring start up of the irrigation system and paying water / electric utilities. The PCHOA is responsible for the mowing, trees and hard ware.
- The new board plans to send out annual PCHOA dues in January for payment by 2/28/11. Each household will receive their individualized invoice for payment in January.

Review budget/account balance
- $15,007.70
- Account recommended $20,000 surplus be maintained in account
Review past due homeowners dues / liens?
- one final letter to be sent before filing lien
- one certified letter from Hillside property has been returned
- 2 liens from 2009 have been removed
Fall Projects
- Prune /replace trees - APPROVED, waiting until fall
- Clean creek – ACTION, Dan has called city, Street Dept. is to maintain
- Add dirt and seed to common area – TABLED until spring
- Weed control (entry area, drain basin, bridges) received complaints – APPROVED, Crocodile Cutter est $100 to weed entry & est $30/month to maintain
- Add mulch to entrance – APPROVED, Crocodile Cutters to fluff and add mulch
- Thoughts on commercial area being maintained (Developer) – ACTION, Dan to notify them of dissatisfaction of frequency
- Replace missing speed limit sign (Pole $184 and sign $65)– TABLED, possibly later
- No parking sign or children playing signs – TABLED
- Erosion control behind houses – ACTION, Dan to contact Town of Clarksville
Started Projects
- Repair entry lights in median ($200-250) DONE
- Re-hang street signs – DONE
- Replace missing street signs – signs being made, 8 week delivery
Action to be taken
- Send letter to 7068 Plum Creek Drive regarding inappropriate fencing
- Send letter to homes with garbage cans seen from street (garbage p/u Fridays)
- Send letter to homes along commercial property dumping yard waste over white fence (yard waste p/u on Wednesdays). Homeowners to clean up or receive bill for removal.
Restriction changes
- Notice will be given to all homeowners via mail of upcoming HOA meeting outlining restriction changes up for vote (i.e., parking, fencing, and empty lots).
- Board reviewed HOA attorney’s suggestions regarding ballots.
The HOA Annual Meeting will be in November location and time TBA.
Incentives for attendance include a chance to win FREE dues for one year.
Voting will be taking place at the meeting for restriction changes as well as new board members (president, treasurer, and secretary terms expired 12/31/10).
Meeting adjourned. Next meeting will be annual November meeting.

- invite homeowner to next HOA board meeting to discuss violation of
restrictions.
* Restriction changes requiring homeowners voting for approval in plans
- parking violations - towing at owners expense for repeat offenses
- fencing - developer submitted pictures and descriptions of type of fencing
allowed in subdivision, but not clearly defined in restrictions
Plan for special meeting for ALL homeowners to vote on implementation of these changes. Board members will be delivering information on meeting and voting process to all homeowners when date set. Due to the importance of this vote, an incentive (discounted HOA dues in 2011) will be offered to all homeowners that attend the meeting. Absentee voting will be offered, but incentive will only be approved for members in attendance.
