What City/Town do I live in?
Plum Creek subdivision lies in the Town of Clarksville. Since we are serviced by the Sellersburg post office, your mailing address will say Sellersburg. Our subdivision lies at the far northern edge of Clarksville. Plum Lake, Plum Run, and Hunter Station also lie in Clarksville, while the Tractor Supply and Rite Aid are in Sellersburg. We are also bordered by the County on the east side, with Dollar General not being in either town.
What Township do I live in?
Township is used by various utilities for service. If you call to have your utilities marked, they will ask you which Township you live in. If you live north of the creek, you are in Sellersburg Township. If you live south of the creek, you are in Silver Creek Township. This also dictates which water utility provider you have. Houses north of the creek have Sellersburg Water while houses south of the creek have Silver Creek Water.
Who is my Town Council representative?

Does our neighborhood have recycling?
All homeowners in Clark County must pay an annual fee for recycling. It is usually billed at the beginning of each year. In order to get your orange recycling bins and lids, you need to go to the Clark County Recycling Center at 9208 Hwy 62 in Charlestown, IN. Does my pet need to be on a leash?
Clarksville Ordinance 91.41 requires all pets to be restrained at all times when outside, either in a fenced enclosure or on a leash. Electric fences count as a fenced enclosure. HOA restrictions further detail requirements that pets be under your control or in your yard.
Are controlled fires allowed?
Clarksville Ordinance 93.05 restricts all controlled fires between the hours of 6pm and 6am. This includes fires in and outside of a container. HOA restrictions additionally restrict outside burning in the neighborhood.
What do I do with my leaves in autumn
The Town of Clarksville will send out a mailing near autumn detailing the schedule for curbside leaf pickup. For our scheduled week(s), we are asked to rake leaves into the gutter along the edge of the street to allow the street department to come by and vacuum up our leaf waste. Larger yard waste requires a call to the street department for scheduled pickup. Note that the Street Department also comes by each Wednesday to pick up yard waste during the Spring and Summer, so appropriate yard waste should be placed at the curb in containers if possible for pickup.

How do I complain about a pothole?
Potholes are filled by the town street department. Please call them at 283-8233. Complaints about potholes are added to a list and are filled as the crews work in various parts of the town. Please do not hesitate to call as the more people that call about a certain pothole, the quicker it should be resolved!
If I am not happy with something with the neighborhood, can I withhold my annual dues payment?
Unfortunately, some people have made this comment. But note that the neighborhood needs dues to be maintained, so the restrictions and By Laws specifically address this issue to prevent it. The HOA has the power to apply a lien against your house for unpaid dues. This lien can cause issues with your credit and ability to sell your house in the future. Members of the HOA board do not like having to apply liens, but unfortunately, they are a necessary part of running the neighborhood and will be utilized as needed.
Where do I need to store my garbage cans?
Garbage cans or similar waste bins need to be stored out of sight of the street view, i.e. in your garage or in the rear of the house. Applicable restriction 3.4e(4)
Are there any restrictions on satellite dishes?
Yes, section 3.4e(1) specifies that dishes need to be on the rear of the house or on the roof not visible from the street. Please contact your service provider about having them modify your dish location to meet these requirements if you are in violation. Our neighborhood restrictions on satellite dishes do not violate the Telecommunications Act of 1996 in that the restrictions only specify preferred placement and do not force the homeowner to incur unreasonable expense. The installation of a dish further back on the side of the house or on the rear of the house is common practice. Of the 25 or so homeowners in the neighborhood with satellite dishes, most all abide by the restrictions, and so should new installations.
Do I need approval to build a patio or a deck on to my house or expand my current one?
Section 3.3a specifies needed approval for any construction. Although this may not have been the intent of the author of the restrictions since decks and patios do not usually require approval with the city or county, I would advise that the homeowner be safe and submit documents to the HOA for approval. That way no one can question the construction at a later time since there is no statute of limitations on when unapproved construction can be penalized and/or be brought up for attention by the board.
The creek has debris in it, or a tree is in the street. Who do I call?
The street department for the city of Clarksville handles clearing the right of way for traffic or waterways. Please call them at 283-8233. Note that the drainage areas of the common area are deeded over the the Town for maintenance, so issues with the creek and drainage basins fall to the Town to support.
Signs at the entrance to Westmost
Please refrain from posting your real estate and other signage in the middle island on our entrance, and instead post your signs along the outer edges. This keeps our neighborhood entrance a bit more sightly.
